You cannot, unless you have a SIM in the phone. It requires a SIM to complete activation. It doesn't have to be an active SIM, but there has to be a SIM in the device to finish.

You cannot activate an iPhone without a sim. The sim does not have

to be associated with an active account; however, if the iPhone is locked

to a wireless provider, the sim must be from that wireless provider.

I bought it used from someone that was selling it on Facebook. They had no SIM card in it when they sold it to me and I was testing it out. I then created an Apple ID and backed everything up and erased it after already getting an appeoved request by AT&T to have this device unlocked. After erasing everything and turning it back on I am able to get past SIM required screen. Does that mean it has been successfully unlocked and when I sale it the new owner just has to pop in a SIM card from their carrier?

Did you complete the restore? If you completed the restore as new on iTunes, you should have received a message, "Congratulations, your iPhone is now unlocked."

Following instructions from Apple Support website, I used ICloud on the phone to backup and then was going to use it to restore but can't get past SIM required screen to restore and I don't have a computer at my house.

The only way to complete the unlock from AT&T is to restore the device with iTunes. You will need to borrow a computer. Especially to see if the Activation Lock was removed, or you are going to have issues, and then if you sell it as you indicate, the buyer would be blocked from activating the device.
