Q: cannot download previously purchased app from cloud after deleting

I had an app (EarthNC) on my iPad 3 IOS 8.3....I deleted it. Now I want to put it back. but when I go to app store, it wants me to pay for it again rather than download from the

cloud...

any suggestions would be appreciated.

MY apps won't redownload after I deleted certain ones when I click the install button it goes to the circle likei it's going to download for a hot sec and then jumps back to the cloud with the arrow pointing down help
