Can we make iPad payment via debit card

In typical Apple fashion, the wording here is so vague that it gives me cause to wonder when it states, "You can typically use these methods". Well can I or can't I. Typically doesn't answer the question for me.

I have a debit card on file with my iTunes account, but I have never used it. I changed from a credit to a debit card some months ago. I can tell you this, it was not rejected when I entered it as a payment method.
