Q: airplay mirroring does not appear

The airplay symbol appears on the iphone 4 but underneath it does not show mirror on/off

 

Running ios 7.1.2 latest and latest version of apple tv

 

Bluetooth is turned on  btw. And airplay works fine.

iPhone 4, iOS 7.1.2
