By opening the Mac App Store, clicking on the Updates tab, and updating to 10.10.3. Photos isn't available for older Mac OS X versions.

If you can't find either the iPhoto or Photos application, choose Applications from the Finder's Go menu.

If you can't find either the iPhoto or Photos library in the Finder, navigate to the location where you saved it, or the Pictures folder of your home folder.

If you can't find either the iPhoto or Photos library in the application, launch it with the Option key held down, and choose that library, navigating as described above if needed.
