Q: Mac OS 10.9.3 Recover disk re creation?

During the reinstall of WIN 7 using bootcamp I managed to destroy my recovery disk partition

My Mac is now reporting two different available space - in finder its quite large but in disk utility there is very little.

Running verify disk tells me I need to run from recovery mode but of course I can't as my partition is gone.

Booting from  recovery disk mode on the internet does not work no matter how long I leave it (e.g. overnight)

I need to know how do I recreate a recovery disk on an external usb.

Most articles I have googled refer to Mac OS X Disk utility or Installer but neither of these no longer exist on the Mac app store

I don't really want to upgrade my MBA to a later version of MAcos due to performance concerns

 

Is there any other way I can get a recovery disk
