iTunes cannot find Photo Libraries

Since upgrading to Photo from iPhoto I have converted all my Libraries successfully and can view them all via Photo. However, when syncing my iPad/iPhone iTunes cannot "see" the libraries and no option is listed as the libraries are "greyed out". I do not want to use iCloud for the photos as they go way over my free allocation. Does anyone know how I can get selected photos synced to my iPad similar to how I used to do it via iPhoto. I am beginning to wish I did not upgrade , life is too difficult already!
