If you followed the steps mentioned in these articles and Wi-Fi can still not be activated, this is a hardware issue and the phone has to be serviced by Apple or an Authorized Apple Service Provider.
If you can't connect to a Wi-Fi network
If the Wi-Fi settings are grayed out or dim
