You cannot install it as that product is not available for iOS. Norton does have some products in the App Store for iOS, but they are pointless as they are neither needed with iOS nor do they do anything useful in iOS.
Have a read at this similar topic. It may help to shed some light on this Norton nonsense:
Do I need to install Norton 360 multi device on my new iPad Air?
It might be useful on the Mac/PC side of things but will do virtually nothing for you on iOS that you can't already do.
It sounds like your premium or higher subscription would let you download the iOS version if you really want it. But any and ALL iOS software has to be installed from Apple's App Store, so you'd need to ask Symantec how you download the iOS app without paying for it.
Seriously, there are no known virus or exploits on the wild for iOS. That software has nothing to protect you from. It's pointless and unnecessary.
If you don't mind filling up your iPad with junk then have fun.
Do a search in the App Store for Norton Mobile, then read the reviews. I don't know if it's in fact the same app that you have on your device but it's worth reading those reviews.
Basically, all the app does is locate (which you can do with Find My iPhone) the device and back it up (which you can do with iTunes or iCloud). If you feel safer using it, then use it. In reality, you don't need it as it's redundant and will do nothing for you as far as some type of "virus protection". As ckuan mentioned above, if you like filling your device with unnecessary junk, then feel free.
It claims to do more than that https://support.norton.com/sp/en/us/home/current/solutions/v77490791_EndUserProf ile_en_us
but I agree... I wouldn't use Norton products.. not even on my Windows device. But hey, it's Barb's device. She gets to use it anyway she likes.
