    Hi, Abdurpno.

Thank you for visiting Apple Support Communities.

I understand that you are unable to use FaceTime with an iPhone purchased in Saudi Arabia.  At this time, FaceTime is unavailable in this country.

FaceTime isn’t available or might not appear on devices purchased or used in Saudi Arabia, United Arab Emirates, and Pakistan.

Use FaceTime with your iPhone, iPad, or iPod touch

NO.  If you purchased the phone in Saudi Arabia, then FaceTime is banned on it by the Government there and even if you go to India, you will not be able to use FaceTime on it.

This phone does not have FaceTime on it and you will never be able to get FaceTime on this phone.

If you want to use FaceTime on your phone, then buy a new phone that comes from a country where FaceTime is not banned.

That is it and there is no other solution - buy a new phone!
