2 - try to backup your iphoto library and launch iPhoto while holding the option and command keys down - repair emissions and then rebuild the database. Then launch Photos while holding the option key down and select the newly rebuilt iPhoto library to open and migrate

I've repaired all . However, when i try to import in Photo it stops at 8% with the message 10Gb needed.
The disk where the photo library is located has 300Gb free.
I'm using 10.10.6 and theres a bug with a very strange number in available disk space.

Import in Photo? If you are trying to migrate an iPhoto Library to Photos you do not import, but open the library in Photos by dragging the iPhoto Library onto the Photos icon in the Dock. Is that what you have been doing?
The disk where the photo library is located has 300Gb free.
What is the file system of this disk? Photos cannot create a Photos library on a drive that is not formatted MacOS Extended (Journaled). It the drive has a different file system, Photos will create the migrated library in your Pictures folder on your system drive instead, and that may be the reason for the missing storage.
In that case move your iPhoto Library to a correctly formatted external drive to upgrade it to Photos.

What format is that drive and how is it connected to your Mac? It must be Mac OS extended (journaled) to use for Photos
I'm using 10.10.6
Is that a typo? I am not aware of such an OS

My 90GB iphoto folder has been moved in an external usb2 2Tb disk.
Actually the Photo is still at 15% but in this external disk appeared a Photo Folder that is actually 90Gb as the original Iphoto file.
I'm going to wait , but is extremely slow.
15% and still 15%!
I don't know...
if something wrong it would say something to me!

Photos will create a new Photos Library from your iPhoto Library, and the size of the new Photos Library will be approximately the size of the converted iPhoto Library, So that is as to be expected. But Photos will not actually use so much storage, see: Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support

after all, I've repeated the import at 3% the photo app crash.
I'm going to repeat all the 4 step in the Iphoto File!
After all , what next?
Could I try to figure out my all photo in the photo app after 48 hours!!!????

Do you mean, repeat the four option of the iPhoto Library First aid? That may help, but only of the drive has the correct file system "MacOS Extended(Journaled)".
In some bad cases of Library corruption it helped to repair the library with iPhoto Library Manager, if the First Aid Tools could not fix it.
You can download iPhoto Library Manager here: The free trial version will suffice to rebuild the library.
