I was able to login to Course Manager without an issue, so the iTunes U system appears to be functional.
If you are still experiencing a problem, I would first try logging in and manage your Apple ID:
Oftentimes changing one's password clears up inexplicable login problems.
If you are unable to login at the Apple ID site, change your password using iForgot:
If both fail, I recommend contacting AppleCare.

Thank you patiDa. I changed my password, but it did not work, so I contacted the Apple suppurt. I hope that they can fix my problem.
