Can I use the iPhone in Germany but only for wifi?

I have always had iPod's and wanted a reason to revert to an iPhone.

However, I have been in Germany for some time and my iPod 5 just died. Completely.

So I want to get the iPhone 5(was a fair price) and wanted to buy it.

However..I am curious to know if I can just have the iPhone and use it like an iPod? Is this possible?

I looked online. Ebay, Amazon, the "German version" of Craiglist and I see all this "Unlocked" without fully understanding what it means. And they ask out of my price range. Any help on this would be appreciated.

if you go into settings->mobile->mobile data and switch it off the device will not use gsm data

if the device has no sim card it will not use gsm data and will not be able to do phone calls

You can always enable airplane mode which turns all radios off. Then go into wifi settings and turn on just the wifi radio only. The iPhone is then effectively an iPod Touch. Curious though why pay for or bother with an iPhone if you don't plan on phone service? Why not get an wifi+cellular iPad mini?

I acted too hastily with posting before actually checking the Buying Process. I was hoping I would be able to buy just the iPhone from Apple but it appears I either have to go with a carrier or an unlocked option and I wanted neither.

The iPad mini is too big for me to carry in my pocket.

Also, because I like them better rather than an iPod for some reason. Plus, it buzzes with notifications ha.
