I cannot sync albums because it says iTunes cannot locate iPhoto library?

What is the exact message? are you using Photos as your subject implies or iPhoto as you question implies?

I am using Photo's. However when i try to sync my phone, via itunes, it says photo's library is not available?
FYI, When I have new photo's on my phone and wish to sync them on my Mac I have not troubles - they open and sync to Photo's without issues.

Have you enabled the iCloud Photo Library in your Photos preferences?
I do not have that checked, as I did not wish to use iCloud for photo storage.
I have a substantial amount of pictures which is located in Photo's on an external drive.
I was hoping to sync an album, via iTunes, from my Photo's app to my iPhone.
What iTunes version are you running? Is it 12.1.2.27? You should get these options in iTunes with your iPhone connected:
