Can three adults use family sharing plan

Want to know if each can join family plan and all of us are over 18. We all got our own billing but sometimes I want to rent a movie or buy a movie but share with my brother and sister on their own account. Then my brother want to buy a song and share with us. Same goes for my other who want to buy a book and share with us. Each of us pay our shelve with our own credit card. That way we know we not using their to buy the goods without asking each time to get their permission to buy it.

Same goes with Apple Music. how does that work with 4 of us want to use it but only one person paying for it? We want to share the cost?

Regarding the Family share, yes. You can use it as you desire - keep in mind that whomever is the "Organizer" will be responsible for ALL purchases made by the other members if they don't have sufficient iTunes credit to cover their purchases.

Regarding Apple Music - I think the answer will be no. Subscription services are assigned and billed to an individual - not the family unit.
