Q: I keep trying to downgrade my iCloud storage to 5G; it stays at 200G.

I upgraded my iCloud storage recently to 200G, thinking it would help with storing my iTunes library.  It doesn't, so I tried to downgrade it back to 5G.  The level stays at 200G.  Help?
