Go to Find My iPhone on iCloud.com. Log in with your Apple ID and password. Click All Devices, then select the device you want to track or lock. Click Lost Mode. Follow the onscreen instructions
my phone not login find my iPhone and iCloud too. i just have imei and i want block my iPhone .. can i call apple store to block my iPhone?
Contact your mobile carrier to report the phone stolen. They can suspend the line, and add the IMEI to their blacklist so it can't be activated again.

You can't. Apple can't do anything about it. Your carrier may be able to blacklist it, and they can certainly cancel the service to it, but if you didn't set up iCloud on the phone and enable Find my iPhone, there is nothing you can do.
Hopefully, you at least had the good sense to set a password on the phone. If you didn't, or if your passcode was ridiculously simple to guess, then you need to change ALL of your account passwords NOW.
