Can not get out of power reserve
i have let the watch drain, when charged has blue lighting bolt. Tried both buttons just light bolt turns red. The time displayed all the time.

I understand that you are unable to wake your Apple Watch from power reserve. Try a force restart again and then test to see if it functions.
Force restart your Apple Watch
You should force restart your device as a last resort and only if it's not responding. To force restart your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, until you see the Apple logo.
If the issue persists, unpair the watch and then pair it again with your iPhone.
