    Yes. If it's off, it does nothing. Just like a computer.

    I guess I should have said...if it's in it's "sleep" mode....not actually powered off.

    I Don't see why not. Movies and apps can download while the iPad is asleep so as long as the upload is initiated while the iPad is awake, it should continue while the iPad sleeps. But the way that iCloud Photo Library works is that if you were to take photos or download photos from websites, it should all take place virtually instantly anyway. It's not like you are going to take a couple of photos and then put the iPad to sleep.

     

    However, maybe I am misunderstanding what you really mean.
