On a a couple of occasions, i have created a shared photos album using Photos on my Mac but it doesn't appear in the shared photos section of the navigation bar. Tried restarting photos but no luck. If i look on my iPhone i can see the new album.
Any idea why the Mac is not showing latest iCloud content whereas the iPhone is?

I understand that you have created a shared album in Photos on your Mac, but you are not able to see this shared album in Photos. It sounds like you have everything set up correctly because you were able to create the shared album on the computer and are also able to see it on your iPhone.
To make sure you are seeing how shared albums are supposed to be displayed, I would suggest reading over the attached link.

You can also enable the sidebar, which some people prefer. This may give you a more concise look at your library and its contents. In this view, you will see the Shared section on the left with a list of shared albums underneath.

Its worse than one album. I can't see any shared albums via Photos on the Mac yet all fine from iOS devices.
Disable My Photo Stream and iCloud Photo Sharing in the System/iCloud preference pane
and in Photo's iCloud preference pane.
Reboot and reenable both respectively. That should jump start Photo Stream.
Didn't seem to help unfortunately.
Not shared album folder in the side bar and if you try to navigate to it view the 'view' menu, you get this after a few mins of trying to connect.
All working fine from iOS devices.
