4s iPhone touch screen not responding.

My 4s iPhone touch screen will not work at all. Phone comes on and I can see my notifacations as well as calls and text notifications but the screen doesn’t recognize touch and will not let me use Siri either. It shows a message saying after phone restarts, password must be entered before Siri can be used. But it won’t let me slide the screen to enter the password. It will not let me power it down either.
