Is there telephone support for hearing impaired who need AppleCare support in the UK?

I have a hearing impaired friend in the UK who needs to talk to someone on the phone to reset an Apple ID. AppleCare doesn't show a UK option for hearing impaired, only the US. Does anyone know if the UK offers this service?

iPhone 6, iOS 8.3
