I understand that you have made some movie purchases from iTunes and would like to download them to your iPad. The issue that you are having initially sounds network related. Have you tried to download from a different Wi-Fi network?
If you are still unable to download these movies directly to your iPad, you can use iTunes on your computer to sync these movies. The attached article below describes the process for moving content from your iTunes library to your iOS device.

I now have about 20 books and two movies "stuck" on processing or "downloading". I feel so old but I have never sync from iTunes but only used wifi. I will be readin the article immediately.
