I Have an mini iPad 3G. I have read how to setup iPad for lost or stolen iPad on version 4.3 iPad but haven't found how to setup on version 8.3. Is it the same?

Find my iPad has not changed its location since it was introduced. It can be found in Settings->iCloud->Find my iPad. Make sure its turned on.
In iOS 4 it was under settings -> mail, contacts & calendars, as part of your mobile me mail account setting. It first came out with MobileMe paid accounts, before iCloud went live.
SO are you telling me I only have to have the find my iPad turned on, I don't have to load any other appls? Thanks for your help.

To make your device trackable all you need is the setting enabled - under yoruMobileMe mail account settings with iOS 4, and under your iCloud account settings in iOS 8. There is an Apple find my iPhone app in the App Store, but that is for looking up the location of lost devices from another iDevice. With iOS Safari, you cannot login to www.icloud.com to search for a lost device, so you use the app instead. But the app has nothing to do with making your device findable.
SInce iOS 7, enabling find my iPhone in your iCloud account settings also enables Activation Lock - iCloud: Activation Lock
