I'm not sure what your title is going on about.

I had an unused balance of $20 from a gift card and couldn't complete a purchase of $19.99. The error message said I didn't have enough credit balance when in fact, I did have enough by a penny. I tried to check my balance, but no matter how I phrased the question (dozen different ways) the App Store help couldn't figure out what I was asking.

Therefore the question: Why is the question & answer system in this store so obtuse?

It should be a simple matter to ask for a current balance.

    Are you in the US?

If so, you don't have enough because you need additional credit to cover the local sales tax that is added to your sale in the final steps of the purchase. You need to have additional credit in your account to cover whatever the sales tax is on $19.99 where you live.

Also, not sure what obtuseness in the App Store has to do with this forum. This is a user to user forum....no Apple here.

So we cannot ask questions except those that apply to other users directly? I am not sure I understand why he should not ask about issues with the App Store.

I would have liked his question to be a little more clear, but I don't see a problem with the nature of the problem or question.

I'm just not understanding what he is on about a Q & A. Maybe it was something automated that he was going through with Apple Support on line before being routed here.

You can ask pretty ask what you wish here. But Apple isn't here. Folks here are follow users.

Well, as Dah•veed stated, you can ask anything you wish. However, since we are just users like you, we cannot possibly provide an answer regarding why the App Store Q & A is so bloody obtuse. If the OP's issue is with an Apple application, and the basic direction of the post is to ask a rhetorical question about why that application works the way it does, then we just wouldn't know.

We do not work for Apple, we do not have any special insight into what Apple does or doesn't do. We are just users like you. We can usually help with any technical question that a fellow user might have.

But again, as Dav•heed indicated, we don't even know what the OP is talking about. Dah•veed provided the OP with the answer to the question concerning how you find your balance in the App Store. The OP then responded with what amounted to a rant about some Q&A process. The OP does not specify what Q&A is being referred to, doesn't specify where said Q&A was encountered, and then asks a question that really is not a question, followed by the same question that Dah•veed has already provided an answer to.
So, that is why I indicated that if the post is really a complaint is about how something works, it is not anything that we are able to address in this forum since.....we are just users like everyone else here.
    That's all I meant.
    Cheers,
