I Currently have iPhoto 09 on my iMac running Mavericks. If I upgrade to Yosemite, will my iPhoto be able to transition to the new Photos? I have over 400 gb in my iPhoto library.

As you can see, you can upgrade to Photos if you are using iPhoto 8 (iPhoto '09) or newer, so you will have no problem in upgrading to Photos. You will keep iPhoto after upgrading, so you can go back if you want.
I recommend you to make a backup of all your files before upgrading to OS X Yosemite. You should also know that OS X El Capitan is coming in fall, so you may want to wait until Apple releases this version
THank you so much for your prompt reply. I am thinking of purchasing a new iMac as mine is now over 8 years old. I did see a new OS is on the horizon, but it will be a free upgrade.
I'M not in a big hurry to make the purchase, but a friend is wanting to
