I am being billed a $1 every time I try update my credit card details but then I get an error that the security code is incorrect but the bank shows the transaction goes through every time

I used to stay in Malaysia when I was in college and I had a Malaysian cedit card, now I am back home & I am trying to change my itunes location to my current Botswana and update my credit card details but every time the details are not updated and a message says the security code is incorrect however at the bank I am losing a dollar to apple every time I try.

Each time that you add or change your credit card details a small temporary store holding charge (i.e. $1) may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - your card issuer should remove it from your card within a few days or so.

You've put your Botswana billing address on your account, and you are trying to use a credit card that is registered to that address and that was issued by a Botswanan bank - and the name address that the card is registered to is the same (including layout and format) as you have on your iTunes account : iTunes Store: My credit card's security code or zip code does not match my bank's records - Apple Support ?
