I understand that your iPad continues to drop off of the Personal Hotspot set up by your iPhone. To troubleshoot this situation, I would recommend reading over and working through the steps in the attached article. The sections that I believe may be useful to you in this specific situation would be Basic troubleshooting and Wi-Fi troubleshooting.
