Q: iBooks doesn't sync iPad to iPhone

My iBooks bookmarks are not syncing from my iPad to my iPhone. The bookmarks do sync from my iPhone to my iPad. Both are running iOS 8.3. I have syncing enabled in Settings on both devices. What am I doing wrong? I have tried quitting iBooks on my iPhone and restarting by iPhone. I don't know what else to try. TIA for any help.
