can I use my iphone 5c with just wifi and no carrier?

I have an iphone 5c, and I just want to use it for wifi and with a carrier, is it possiable that I could just use it on wifi?

You can use it with just WiFi, only if it was previously activated with a carrier and you have the SIM card with which it was previously used. See this:
