I see you are not receiving the password reset email. The following article provides a number of things and places to check if you don't receive the email. I know you have checked one or two, like the junk mail and server, but there are a couple of other things also.

I am getting mail to that email account but nothing from Apple. It's not in a junk mail folder in Outlook but it's also not even reaching the mail server (before hitting Outlook). Any other suggestions?

If you have tried steps 1 through 4 in the support article I sent you (If you didn't receive your verification or reset email - Apple Support), then it is time to go on to step 5 and contact Apple Support.
