Transferring music from iTunes to iCloud on a Windows

My iTunes account on my laptop (Windows laptop) is taking up way too much space....is is possible to transfer the songs from my iTunes onto my iCloud account without the songs erasing from my iphone 4?? Also, if I transfer the songs onto iCloud, can I then go back and delete them from iTunes or will all those deleted songs erase off of my iphone the next time I plug it in to my laptop??
