How to select photos on computer to transfer to Iphone 5s?

How can one select individual photos on computer and then transfer the selected photos to an Iphone 5s.? My Iphone 5s is 16 GB.

iPhone 5s, iOS 8.3, windows 8.1 64-bit

You would do that by syncing the Photos via iTunes:

It's a snap with iPhoto. Is that application available for Windoze machines?

No iPhoto for Windoze. It does have a Photos app which pretty much does the same thing. The links in this article for Windows imports lays it out:
