Ipad2 A1395 no Airplay Icon

I have two iPad2 Model A1395's (MC769LL/A) that I use at work that neither will see either of the two of the new Apple TV devices we have in our conference rooms. They are all on the same Wi-Fi network. Yet I can use an IPad Air on both devices and it works just fine. I have done all the normal things such as restarting my router, iPad, ATVs, reset the iPad to defaults. Both iPads are on IOS 8.3.

Should the AirPlay icon show up on both of these iPad under Control Center.
