Then you had the one and only Apple Watch to ever allow that. It has never been possible and the update changed nothing about that.
I have had my Apple Watch since launch of April 2015. It has never offered this feature. I know some Geniuses that work on these watches and it is never had that feature, they've only been for notifications.
And likely will always be. Just with the size of hardware, it would never give a good music sound in my opinion. Unless it is some kind of super speakers, or new technology

am sure when he referenced allowing third-party developers access to the speaker, he was implying game type sounds and notification sounds, not music.

I must have had the only second one then because I could also stream music from the music library on my phone to the speaker on my watch. I can’t do this now and insists I connect to Bluetooth headphones.
You don't. That's not a feature of the watch.
When Watch iOS 2 comes out this fall, that feature will be available. As of now, you may only use the speaker when you get a call, text, or if you are making a call ect.
No idea where you got that idea from. Apple said absolutely nothing that would imply that to be true at the announcement and there is no such claim here: https://www.apple.com/watchos-2-preview/

Honestly, the sound quality of the speaker is not really good enough for music.
You may or may not realize that, if you sync music to your watch, you can listen to it from your watch, no phone required, using BT headsets.
You obviously didn't watch the ENTIRE keynote then, because there was FOR SURE a moment when it was announced from stage that people wanted to be able to play music through the watch speaker, and that with WatchOS 2 they said we would be able to do that.

At the developer conference, it was announced that developers would gain the ability, under watchOS 2, to enable their native, third-party apps to play audio from the watch speaker. It was not announced that the built-in Music app would offer this option.
