My iPhone iCloud photo library has not updated even it is connected to wifi and is charged.
I left my phone with photo app opened whole night and it was still not updated.
Any thoughts?

Does it say it's updating and isn't or is it just doing nothing at all.

In settings/icloud/photo, it goes like a loop: 367 items to upload ->uploading 367 items->367 items to upload... and doesn't really upload anything.
I got 200GB for iCloud so it shouldn't be storage problem.
Uploading can often stall for periods of time before resuming again, have you given things enough time. Have you tried on another network.
I tried more than 5 different wifi and none of them works... the library has not been updated for 17 days 😟
Do you have anything else syncing with the iCloud Photo Library in the cloud. Do you have any video in your library.
I checked my notes, they are synced in iCloud so i think my iCloud works fine.
I do have video..but they are only 2 seconds video...does this matter?
I'm having exactly the same problem... 510 photos stalled for days already. OS 8.4 didn't solve the problem.
