It sounds like you have Manual Syncing setup for your phone but songs aren't transferring when you drag them to your device in iTunes. I would start by restarting both your computer and the phone, then trying again:
Restart your iPhone, iPad, or iPod touch
- Press and hold the Sleep/Wake button until the red slider appears.
- Drag the slider to turn your device completely off.
- After the device turns off, press and hold the Sleep/Wake button again until you see the Apple logo
If the issue persists, then I would uncheck the checkbox for manualy syncing in iTunes, click apply, then re enable it and test it again:
Manage content manually on your iPhone, iPad, and iPod
- Connect your device to your computer.
- Open iTunes. Make sure that you have the latest version.
- Locate and click on your device.

- Click the Summary tab.
- Click the box next to "Manually manage music and videos."

- Click Apply.
