it sounds like your phone is no longer in your possession but someone is using your accounts that you have setup on the phone. I'm sorry to hear about that. I would go over the information in this article to lock your phone:
If your iPhone, iPad, or iPod touch is lost or stolen
It has information about changing your Apple ID password to prevent further access to your account, and even locking the device, or even remotely erasing it.
