4k @ 60HZ on Bootcamp

I have a late 2013 Mac Pro running dual D500's.

In OSX Yosemite my UPSTAR 28inch 4k monitor runs at 60hz via display port at my max res of 3840x2160

I have recently installed bootcamp windows 8.1 and loaded all bootcamp drivers including the firepro control center.

For some reason it will not allow me to run the same resolution at 60 HZ. I have to drop down to 2560x1440 to achieve 60HZ.

At my full res I can only achieve 30HZ.

Windows for some reason installed a generic pnp monitor driver that recognizes my 4k monitor as a MPCP28UHD monitor (monoprice crystal pro) when it is actually an Upstar M280A1. Could this be the problem? I cannot find any type of displayport 2.1 driver or any drivers for my monitor. Essentially it is supposed to be plug-n-play but windows is recognizing it as the wrong monitor.

Any idea on how to fix this issue?
