My Apple ID seems to have been used by someone for a download. How do I know they haven't spent on my account?

I got an email today saying my AppleID was used for a restore on an iphone 5 which is not mine.

How do I know what they downloaded and if they purchased stuff on my account?

For the latter, does Apple always send an email straight away?
