Q: Why Can't I see all my iCloud Photos on my Apple TV?
I have over 2,300 photos in my iCloud, they stream perfectly to my iPhone 6, my iPad 2, my iMac 27 and my MacBook PRO but I only get 64 photos on both my Apple TVs? I have reset both Apple TVs, disconnected the iCloud Photos and reconnected them, signed out and back in, everything that all the support articles tell you to do, yet I cannot see all my photos ... ?

I understand that you are unable to view all of your photos via iCloud on your Apple TV. This sounds like it may be due to the storage limitations on the Apple TV. You may be limited to only viewing your most recent photos. Are you able to verify if this is the case?
The better option may be to utilize photos sharing via Home Sharing. Here is more information regarding this option.
