Cannot get Photos Uploading to Shared Album

Hi,

I have a photo album of about 600 photos and some short videos from a recent vacation, which I am trying to share and upload via the Shared Albums feature. Overtime I try and share photos or the video, the Photos app says "uploading 653 photos) but then the status bar completes after may be 2-3 minutes and I only ever get a couple of photos in the library.

I have left the upload to go for more than 24 hours and still I have only had about 20 photos max get uploaded to the shared library. I have tested creating a couple of new libraries and did smaller batches of photos, but still they top out at about 20 photos or so and then stop.

Based upon the help article, it appears I am well under the 1000 photo limit per hour. https://support.apple.com/en-us/HT202299

Any help would be appreciated.
