I have all my photos in iCloud and have iCloud on my pc. But when I go to the folder where my photos are suppose to be downloading to it is always empty? Why isn't anything showing up? I'm properly logged in and set-up.

Same issue.
iCloud Photos, Windows 7, iOS 8.4
Windows 7; iPhone6 iOS 8.4, both on home wifi.
iCloud on PC running fine.
All photo switches turned ON.
JPG photo on Desktop. Open iCloud Photos on PC. Open My Photo Stream. Click "Add Photos" and select photo.
Photo goes to "Upload" folder in "My Photo Stream". I wait 30 minutes. The photo does not go to iCloud.com nor iPhone6.
When I take picture with iPhone it nearly instantly appears on iCloud and PC "My Photo Stream"
Is there a way to force upload?
