I mean, safe mode didn't help, disconnecting the internet is ineffective because the problem only occurs when I'm trying to access the iTunes Store, I've encountered it on more than one computer and my siblings all have this problem too so it's not just my account. I've looked everywhere trying to find a way to make it work, I've worked with my anti-virus software and my firewall; I can't see anything interfering. I'd already read that article. Thanks, though.
