The non-server version is still for sale. You need a machine that is able to run 10.6. That is a machine the meets the 10.6 requirements and came out before 10.7.

You can run 10.6 Server in a virtual machine with 10.9 or 10.8 as the host OS. Apple still sells it over the phone. You cannot run 10.7 in a virtual machine on a 10.8 or 10.9 host; it is a violation of 10.7's software license agreement.
