Q: Photos from iPhone won't upload to iCloud (web or Mac). Bottom of photos app says "Downloading" with spinner

I have iCloud Photo Library turn on on my iPhone (5s iOs 8.3) and photos won't upload to iCloud. I check both the web version of Photos and Photos on my Mac (10.10.3) and new photos never show up.

 

The bottom of my iOS photo app (Scroll to the bottom of the pictures) It ALWAYS says "Downloading" with the gray spinner.

 

Please Help!
