Q: cannot access iBooks from iPad

Both my iPad air and my iPhone 6+ run iOS 8. Neither can access iBooks. What can be done about this?

    What happens when you to try to access the app (e.g. does the app not open, the app opens but you your can't open books, you can't download books from the store ?), and what have you tried to see if it fixes it e.g. closing the app via the device's taskbar, soft-reset of the device, logging out and back into your account on them ?
