why can't I open a new document in Pages?

It just opens a blank black page which says DO NOT LOCALIZE at the top and cancel or choose at the bottom.

Hello Rolo72,

It sounds like your Pages app opens to this screen with a message, and you cannot open any existing documents or create new ones. I would start by quitting the Pages and Settings apps and relaunching it then try again.

Force an app to close in iOS

1. Press the Home button two times quickly. You'll see small previews of your recently used apps.

2. Swipe left to find the app you want to close.

3. Swipe up on the app's preview to close it.

If the issue persists, then I would backup the phone to iTunes to ensure your existing non iCloud documents are safe:

How to back up your devices using iCloud or iTunes

Then delete and reinstall the app:

Delete music, movies, podcasts, and other content from your iPhone, iPad, iPod touch

Delete an app

Remove an app using the steps below:

  1. Tap and hold on the app until it jiggles.
  2. Tap the X in the upper-left corner to delete.
You might be asked to confirm that you want to delete the app. If you see a pop-up that says, "Deleting [app name] will also delete all of its data," tap Delete.

That should right the ship so to speak and get Pages working as it should again.
