i forgot my security questions and I went to Apple support. on the website they said there would be a 'forgot your answers' option and it's not there. I'm on my phone, do I need to go on a computer to see that option?

i set one up and it still doesn't show up
With out the answering the security questions you "can not" setup a rescue address for the security questions. That would defeat the purpose of the security questions if there was that easy of a work-a-round.
