reset my apple ID but on the app store and iTunes it says my account is still locked

Okay so i've been locked out of my apple account for nearly 2 years. I've been using my dads account but I'm moving out soon so i need to start using my own. i've reset my password and followed all the steps it has said to do online. but when trying to log into my account on iTunes or the app store it still says my account is locked. Help!
